【摘要】 为了提升水资源调度效果，完善三门峡市水资源管控保护体系。论文对三门峡市水资源现状及可持续发展对策进行研究。分析三门峡市水资源保护实况的变化，简述三门峡市水资源现状；通过水资源控制目标单一、管控保护落实不到位以及保护机制存在漏洞等，对存在的问题进行研究。采用增强全民节水意识的形式，作为水资源可持续发展的引导，在此基础之上，构建多点、多层级的保护体系，并逐步完善动态化的保护目标，遵循可持续发展的原则，建立水资源管控保护体系，完成可持续发展对策研究。通过上述分析可知，文章提出了以下对策：(1)增加植被覆盖涵养水源；(2)设置可持续水资源污染打击机制；(3)构建雨水系统增强利用率。为三门峡市后期水资源的保护与发展提供参考依据。更多还原

【Abstract】 In order to improve the effect of water resources dispatching and improve the water resources control and protection system of Sanmenxia City, this paper studies the current situation of water resources and sustainable development countermeasures in Sanmenxia City. This paper analyzes the changes of water resources protection in Sanmenxia City, and briefly describes the current situation of water resources in Sanmenxia City. The existing problems such as single water resource control objectives, inadequate implementation of control and protection, and loopholes in the protection mechanism were studied. The form of enhancing the people’s awareness of water conservation of the whole people as a guide for the sustainable development of water resources are adopted. On this basis, we will build a multi-point and multi-level protection system, gradually improve the dynamic protection objectives, follow the principle of sustainable development, establish a water resources management and control protection system, and complete the research on sustainable development countermeasures. According to the above analysis, this paper proposes the following countermeasures. 1)increase vegetation coverage to conserve water. 2) Set up a mechanism to combat sustainable water pollution. 3) Build rainwater system to enhance utilization rate. It provides a reference for the protection and development of water resources in Sanmenxia City in the later period.更多还原
