制度移植与生态重塑:太仓市产教联合体构建的实践与反思
Institutional Transplantation and Ecological Remodeling:Practice and Reflection on the Construction of Industry Education Integration Union in Taicang City
【摘要】 市域产教联合体建设是当下我国破解产教融合困境的重要创新举措,是打通产教融合政策落地“最后一公里”的关键依托。作为我国较早重视产教融合发展并将德国“双元制”成功本土化的太仓市,其在市域层面产教联合体的建设上已经形成了较为成功的经验和典型范式。为了能够有效推进产教联合体建设,选择以太仓市产教联合体为个案研究对象,深入分析市域层面作为产教融合创新主体的必要性与可行性,以及市域政府在推进产教深度融合过程中应扮演的角色、应实现的功能。通过对太仓市宏观产教融合、中观校企合作、微观工学交替三个层面的分析发现:产教联合体构建的核心目标应该是通过市域统筹和部门协同打通产教融合政策的壁垒,构建技能形成生态;产教联合体构建的关键症结在于如何通过平台、标准、制度的系统建设降低校企合作过程中产生的交易成本;产教联合体构建的成败关键则取决于是否真正在微观学习层面实现工学交替。
【Abstract】 The construction of municipal industry education integration union is an important innovative measure to solve the dilemma of industry education integration in China, and is a key support for the "last mile" of implementing industry education integration policies. As an early city in China that valued the integration of industry and education and successfully localized Germany’s "dual system", Taicang has formed a relatively successful experience and typical paradigm in the construction of industry education integration union at the municipal level. In order to promote the construction of industry education union, Taicang City’s industry education integration union is chosen as the case study object to deeply analyze the necessity and feasibility of being the innovation subject of industry education integration at the city level, as well as the role and functions that the city government should play in promoting the deep integration of industry education. Through the analysis of the three levels of macro industry education integration, mid level school enterprise cooperation, and micro level industry education integration union in Taicang City, the core goal of building an industry education integration union should be to break the barriers of industry education integration policies through urban coordination and departmental collaboration, and build a skills formation ecosystem; the key to building an industry education integration union lies in how to reduce transaction costs generated in the process of school enterprise cooperation through the systematic construction of platforms,standards, and systems; the key to the success or failure of the construction of an industry education integration union depends on whether the exchange of work and learning has truly been achieved at the micro learning level.
