【摘要】 新中国成立以来,我国一直为农村宅基地使用权流转问题寻求出路,对其的政策也几经变革:完全允许,完全禁止,个别允许、有条件地允许。随着我国市场化和城市化进程的不断推进以及新农村建设的深入开展,现有的宅基地使用制度已经难以跟上时代发展的步伐。必须推进制度建设,实行土地分类分级管理,促进农村住房流转市场化,实现城乡权利平等,才能使农村宅基地使用制度与时代发展齐头并进。更多还原
