【摘要】 在广东省内,海关缉私警察、地方公安机关及所属公安边防部队,在应对包括文物走私在内的文物违法犯罪活动中发挥了重要作用,在工作手段更新、机制改革和人员培训等方面总结了有益经验。建议借鉴缉私警察组建经验,扩大社会宣传的力度,尽快建成专职文物公安机构;着力改善缉私警察与地方公安部门、文物部门的关系,提高文物走私案件在缉私案件中的评价权重,更好发挥缉私警察的文物缉私核心作用;另外,建议扩大公安边防部门文物刑事案件办案权限,并在广东公安机关进行文物专职机构试点。更多还原

【Abstract】 In Guangdong,customs anti-smuggling police,the local police and border troops have played a key role in dealing with cultural relics smuggling and criminal activities on it.Helpful experience was concluded on working methods renewing,system reform and staff training.Full-time heritage police organ is advised to built soon by learning from the experience of building smuggling police and expanding the intensity of social propaganda.The relation of smuggling police,local police organs and heritage organs should be improved with great efforts in order to promote the evaluation weight of relics smuggling cases in anti-smuggling cases and play the key role of anti-smuggling police in attacking relics smuggling.Furthermore,the power of handling cases of public security border troops should be increased and the full-time heritage police institution is tried out in Guangdong.更多还原
