城市保障性租赁住房市场发展研究——基于新市民住房需求的分析

【摘要】 新市民是城镇化进程中的关键群体,针对这一群体住房需求的保障性租赁住房市场发展研究引起政府和社会的广泛关注。为探究保障性租赁住房市场中新市民的策略选择,在参考现有保障性租赁住房市场相关文献的基础上,选取地方政府、房地产企业、新市民三方群体为演化博弈的行为主体,以保障性租赁住房市场为研究对象,运用Matlab软件对该演化模型进行模拟仿真。研究结果表明:地方政府的执行成本、新市民的租赁成本对三方的演化行为有一定的影响,并且新市民对地方政府的执行力度敏感度更高。基于此,应降低地方政府的执行成本、新市民的租赁成本,增强地方政府的执行力度,由政府给予房地产企业土地、财税、金融等政策支持。同时,充分发挥市场机制作用,引导房地产企业投资,实现新市民住有所居,从而促进房地产租赁行业朝着稳定策略方向发展。

【Abstract】 New urban citizens are a key group in the urbanization process, and research on the development of the affordable rental housing market to meet the housing needs of this group has attracted widespread attention from the government and society. To explore the strategic choices of new urban citizens in the affordable rental housing market, this study selects local government, real estate enterprises, and new urban citizens as the three parties involved in the evolutionary game. Using the affordable rental housing market as the research subject, we employ MATLAB software to simulate the evolutionary model.The research results indicate that the execution costs of local governments and the rental costs for new urban citizens have a certain impact on the evolutionary behavior of the three parties. Furthermore, new urban citizens are more sensitive to the enforcement intensity of local governments. Based on this, it is necessary to reduce the execution costs of local governments and the rental costs for new urban citizens, while enhancing the enforcement efforts of local governments. The government should provide support to real estate enterprises through land, fiscal, and financial policies. At the same time, it is essential to fully leverage market mechanisms to guide real estate enterprises in investing, ensuring that new urban citizens have access to housing,thereby promoting the stable strategic development of the real estate rental industry.
