【摘要】 当前我国全民所有自然资源资产所有权人不到位，所有者权益未落实，中央和地方在自然资源管理事务中的财权及事权不对等。建立和实施自然资源资产所有权委托代理制度是解决资源管理所有者缺位和实现资源统一管理的有效方式，同时也是实现国有自然资源资产保值增值的重要途径。本文梳理了委托代理制度的特点，研究了当前我国矿产、森林、水等自然资源资产所有权委托代理制度现状，分析统一代表、分级行使的自然资源资产所有权委托代理关系，针对所有权委托代理制度存在的问题，提出构建完善的自然资源资产所有权委托代理制度的建议。更多还原

【Abstract】 At present, some problems exist in the property right system for natural resource assets. First, the property owner is absent; second, the rights of the owner is not put into practice; third, the central and local governments are not equal in the management of natural resources. A principal-agent system for natural resource assets is not only an effective way to solve these problems, but also an important means to maintain and increase the value of state-owned natural resource assets. The paper sorts out the characteristics of principal-agent system, studies the current status of principalagent system of natural resource assets in minerals, forests, water and other natural resources in our country, analyzes the principal-agent relationship of natural resource assets exercised uniformly and at different levels. It finally puts forward some suggestions on building a better principal-agent property right system for natural resource assets.更多还原
