【摘要】 2014年亚太经济合作组织(APEC)会议制订的《北京路线图》使亚太自由贸易区(FTAAP)从愿景向具体行动迈出了历史性的一步。《北京路线图》进一步界定了APEC和FTAAP的平行推进关系,提出了推动FTAAP的途径,并就FTAAP的联合战略研究提出了大纲。APEC自身多样性,其长期推动区域贸易投资自由化打下的良好基础,亚太地区在整合双边和次区域自由贸易安排方面出现的新突破,以及各方日益认识到全球价值链对亚太区域经济一体化的要求,使务实推动FTAAP具有有利条件。但FTAAP自身复杂性、个别成员的积极性欠缺、非APEC成员被拒之门外,以及其他地区一体化倡议的干扰,将对推动FTAAP构成牵制。在中、近期,APEC应努力落实《北京路线图》所制订的行动计划,按期实施并完成联合战略研究,加强功能性合作,建立和加强自贸区信息交流机制和能力建设。同时,应加快区域全面经济伙伴关系协定(RCEP)谈判,使其如期完成。中国和美国应加强在FTAAP方面的交流与合作,在早日达成双边投资协定的基础上,继续推动贸易投资协定,并将双边自贸区建设提上日程。更多还原

【Abstract】 The Beijing Roadmap for APEC’s Contribution to the Realization of the FTAAP approved by the 22 nd APEC Economic Leaders’ Meeting constitutes a historical step from vision to concrete actions. The Beijing Roadmap further elaborates the relationship between APEC and the FTAAP in terms of "parallel promotion",defines the guiding principles and action rules for advancing the FTAAP process,and outlines a collective and strategic study on the FTAAP. The diversity of APEC membership,the sound basis for regional economic integration prepared by APEC’s long- term efforts to liberalize trade and investment,the recent breakthroughs in sub- regional and bilateral trade agreements,and the common understanding of globe value chains’ requirement on regional economic integration,are all conducive to the building of the FTAAP. However,the complex nature of the FTAAP,the current lack of enthusiasm demonstrated by a few APEC economies,the exclusion of non- APEC members,and possible alternatives for Pan- Pacific regionalism will work against the promotion of the FTAAP. In the short and medium terms,APEC should implement the action plans as stipulated by the Beijing Roadmap,finish the collective strategic study on time,enhance functional cooperation,establish effective information exchange mechanism,and strengthen capacity building. At the same time,the RCEP negotiations should accelerate for a timely conclusion. China and the United States should strengthen exchange and cooperation on FTAAP. The two countries can reach a Bilateral Investment Treaty at an early date,move on to promote the Bilateral Investment and Trade Treaty,and then put the vision of FTA on the agenda.更多还原
